I think it is working as intended. It isn’t that difficult to put guardrails around these models - limits on reduction % or kick out higher range recommendations for human review, bake floors in. I worked on this with risk models. Not that hard - if you care about the end result.

I suspect there’s still quite a bit of business travel driving those numbers, My workplace still seems to have people going back and forth and I’ve seen no communication on a US travel ban. Could not pay me enough to go over there and risk my neck in one of their detention centres.
