One of the reasons that rapid response is so important is not just to prevent ICE from kidnapping people, but, if someone is taken, to inform family and friends of the kidnapped to start the legal process so that their family member isn't sent out of state.
I don't see any nat'l guard (they wear camo and yellow vests). The folks with yellow sleeves appear to be done kind of law enforcement.
The person filming in a yellow vest with "DON'T SHOOT" on the back is likely a legal observer or part of a patrol to protect the kids at preschool dropoff.
