Popped into Senate State Affairs for the tail end of the final hearing on HB 603. This bill would restrict symbolic tent protests at the Capitol and other state property.
Bill heads to the Senate floor now.
Health and Welfare-
RS 33454- Restoring regulations around short term medical insurance plans (ACA type insurance).
RS 33456- Guardrails on the hospital presumptive eligibility program (temp medicaid enrollment). 3 strike quality assurance system.
Both RSs introduced.
Just a bunch of WHERE AS related to Minnesota. Has nothing to do with Idaho.
Rep Dygert motioned to return. Doesnβt like the negative political rhetoric.

This is wild work. Hb 561a passed.
Rep Sauter asked if Bonners Ferry would still be allowed to fly the Canadian flag as allowed for the pat 50 years. Hill said only on "special occasions."
Rubel asked about banning flags adopted after January 1, 2023. This would ban cities from adopting new flags. Hills intent was to block Boise.
HB 561aa on the floor. This is the flag bill. Right off the bat, Hill called the Boise mayor "insubordinate and lawless."
As amended, the bill now allows the Basque flag and flags, banners, pennants that aren't religious, political or idealogical in nature. Definitely bans the pride flag.
Maybe they'll try again next year. 4th times a charm? π
HB 685 barely passed the House. Creates a sentencing enhancement if you are wearing a disguise or mask of any kind while committing or attempting to commit certain felony and misdemeanor crimes.
HB 650 on the floor. It's a 'stay in your lane, federal government' kind of bill.

HJ9 failed. Needed 2/3 votes to pass.
On the House floor now is HJR 9- removes language in the state constitution relating to compulsory attendance at schools. Adds "The right of the people to educate their children without government regulation outside of the public schools of the state shall not be infringed."
Motion to print by Monks. Sub motion to return to sponsor by Gannon.
Monks is offended by the idea of not wanting to have a debate on this legislation. Prefers to hear from the commission.

Ehlers said the DOGE task force looked at entities and whether they're the 'proper role of govt', and concluded they can operate on their own.
RS relating to the Commission on Hispanic Affairs- Recommendation from the DOGE task force to phase out general funding for the Hispanic Affairs Commission. Will phase out in 2028. Becomes self/private funded and keeps communication with the Governor.

Yes votes were Hawkins, Mendive, Ehardt, Hostetler, Wisniewski, Marmon, Pickett.
No votes were Mathias, Galaviz, Sauter, Handy, Garner, Veile, Nelsen.
Jen Beazer testified against. Her son just testified before her, also against. She's very proud of her son and school mates for speaking up on an issue that took place in their neighborhood.
Kristina Hardy testified in support. Pretty sure this is the failed Kuna school board candidate that got busted stealing her opponents campaign materials off doors.
