This arrow-plot chart shows what percentage of a country's population scored at the lowest levels for literacy in the first cycle of the study and what percentage scored that in the second cycle. More than two dozen countries participated. Most countries saw increases. Lithuania increased the most; Chile, Denmark, Finland and Sweden were the only countries that saw a decrease.

I covered the every-five-years-or-so international adult skills survey for @nbcnews.com, which shows literacy declining as the share of those with the least skills increases substantially. This chart shows how the share of the lowest-skilled changed. #dataViz www.nbcnews.com/data-graphic...
