I am impressed how Windows does not get keyboard mapping right. It just breaks after a couple of restarts and you have to remove all keyboards, all language packs, clean registry, install and configure everything again.

I've never done EXPLAIN on a DELETE before, since you can use a SELECT and get the same performance information.
But I would've guessed that no RDMS would actually delete rows with an EXPLAIN DDL. Quite surprised to learn pgsql behaves like that.

Using a "faster" NTP server, other then 'time.microsoft.com', seems to "solve" the issue.

Just discovered Windows NTP was not working. 2 factor codes were randomly failing.
