Unfortunately, I think he's _not_ describing a singular individual. He's attempting to continue the existing MAGA message -- placing this murder on the heads of all left-leaning people.
After years of complaining about cancel culture, the current administration has taken it to a new and dangerous level by routinely threatening regulatory action against media companies unless they muzzle or fire reporters and commentators it doesn’t like.

He claims that DC is in the middle of some sort of crime wave. The statistics say that is not true.
