DATELINES
For text stories with datelines, bylines may be used only if the journalist was in the datelined
location. If a reporter in the field works with another staffer and both deserve bylines, the name
of the staffer in the field normally goes first and a tag line gives each staffer’s location.

I've filed freedom of information requests in many states and at the federal level. I'm new to WA and was sad to learn it's one of the "we'll give you your records when we feel like it" states, much like NY and AZ. NM, TX, FL are more responsive and often have actual deadlines.
