It's not that he lost, it's that if booked by someone who cared about more than just photo ops at the White House, it could have been the culmination of a long feud where he put someone on the map, be it a babyface or a heel. Instead, his last opponent was determined by a lazy random TV tournament.
Any time you can have the Never Give Up guy actually give up in his last match, you gotta do it.

There’s too much focus on if Cena should have won or lost. I don’t think that’s the issue, and there’s compelling arguments for both results.
The issue is that the “storytelling company” consistently told a horrible story with zero direction (by their own admission!) and a bad ending
