How can someone who believes health is a personal responsibility, not the government's, be the head of the Centers for Medicare and Medicaid?

Would love to hear from a Republican worried about food or housing costs how exactly deporting 10 million people who grow and pick our food and build our houses is going to lower food or housing costs.
