The Magnitogorsk Iron and Steel Works has suspended work at the coal mine it owns stating the it currently is not profitable to produce coking coal with the rising costs and the drop in coal prices.
There's this thing where Russian agencies try to guess what the Presidential Administration would like them to do and follow up on processes they know about or are guessing are happening. So they know Telegram and Youtube will likely be fully banned and want to be seen as being proactive.

Russia's Federal Antimonopoly Service has declared that advertisements in Telegram and Youtube in Russia are essentially illegal as RosKomNadzor is limiting access to them. This will kill the revenue of most Russian content creators and telegram channels.
For China due to expectations of lower coal consumption and warmer weather large scale coal replenishment is not expected. Also Chinese energy companies are planning to do maintenance maintenance of their coal fired facility further limiting demand.

Australian 6000 kcal coal from the port of Newcastle rose in price from 115 USD per ton to 140 USD per ton. However the current rise in price of coal is expected to be short lived and due to the off-season when it comes to coal consumption prices should begin to decrease in the second half of March.
This is far below the cost of coal extraction for the Kuzbass which is estimated at 2 600 to 2 800 rubles per ton. However currently due to the conflict in the Middle East prices for thermal coal are rising rapidly as a knock on effect of the rise in the prices of natural gas.
In ports along the Yangtze River prices rise to 110 USD per ton. The profitability of Russian 6000 kcal coal from the Kuzbass shipped to China via the Vostochny port is estimated at 2 040 rubles per ton and at 1 700 for Taman and Ust Luga.
