It's a tounge in cheek expression. But I'm a strong advocate for infrastructure that prevents the sort of nonsense that has happened in the OP's photo. In that situation, taking back the streets probably takes the form of bollards or other infrastructure in front of the school.

This is Birmingham, but it's exactly the same in Glasgow. It's high time to take back the streets from the exclusivity of cars.
A grey bollard, the hero of this story, in the median strip of a road. It wears bright yellow reflective tape in three strips, two attractively at the top and one at its nether regions. Next to it an orange traffic cone. In the background a pedestrian thoroughfare with a sunny strip and shade plants.
Honouring here this noble member of our community, a bollard that is snapped off every week, replaced the following week, on repeat. This week itβs been returned with some reflective tape and a traffic cone guardian. Long may it serve us.
