I would think it's the universal inability to drive, lack of road enforcement, & substantial auto body mandates that drive up insurance rates.
The RIPTA/DOT equivalence is unserious.
RIPTA is a standalone public corporation, essentially an enterprise fund entity.
DOT is a state agency, solely dependent on appropriations for support.
They're designed differently intentionally. The Senator not understanding the difference is concerning.
The only real question is if he makes an endorsement in the governor's race or stays out of it.
McKee winning in is advantageous to the Secretary, as finishing a second term to run immediately for an open governor's seat would easily make him the early heavy favorite.
