Yes, plenty of people would like to be absolved even as they tell themselves it wasn’t that bad really anyway (that “if” is doing a lot of work), and do absolutely zero reparative work. They can sit with the knowledge they harmed people, frankly. Might even do them good: hope springs eternal.

Yes, a lot of the stuff I’ve mentioned is available for Procreate, and Kyle Webster himself now works for them!
I still use Photoshop for my sins, and rely heavily on Kyle Webster’s brushes - the Finer than Fine inking brush and Opaque Watercolour are two favourite. And I heavily use a few custom brushes I’ve made. For texture I’m also fond of Dave Greco’s brushes and Maddy Bellwoar’s Ghibli brush set.
Digital all the way for me. I’m a messy penciller and this way (with good brushes!) I can have clean expressive inks and colour. Traditional is valid and gorgeous - this is definitely my skill issue.
Yes, I haven’t seen one of them so far dislike these tactics enough that they actually attempt to stop them (more than a limp “oh noooo … I wouldn’t do that” followed by ignoring it). That adage springs to mind that if you have one Nazi in a bar and everyone just lets them stay, you have a Nazi bar.
And you could add “I have great sympathy for their plight/suffering/miserable lives”. Always said as a justification for making the lives of the group in question harder, and always by a person who is horrified by the sight of a happy, thriving queer/trans person.

Yes, I nearly said that a huge proportion of times ppl use it are in response to you asking for an accessibility adjustment for yourself or child! Then there’s “they seem fine in class” about a kid who masks and then comes home and collapses into an exhausted puddle of overwhelm.
