Final bit of context, though this one's my bad since this is a lot closer to the top of the iceberg: The doll is a "Jenny", a Barbie-like toy line produced by Takara Tomy. I guess they thought the game's target demo would appreciate one of those as a pack-in.

I have since found more context. HG1 specifically had a surprising promotional push in japan compared to the other games. It was on the show floor for that year's Tokyo Game Show and the doll's outfit matches the ones you see here. It being the year 2000 and all when booth babes were still a thing.
Shoutout to Cleric Stance
An image of the box for a limited edition retail release for Choro-Q HG for the PS2 (2000), known as Gadget Racers in NTSC and Penny Racers in PAL. In addition to the stylized box-art, the box has extra width and a plastic window showing two additional pack-in goodies: A single Choro Q toy model based on a Mitsubishi with a racing livery of some kind, and a Barbie-style girl's doll with very wide eyes and an outfit consisting of a single cloth one-piece with the japanese Choro Q logo across it.
