Yeah, Segovia wasn’t really a pedagogue, and this book is a well-known red herring among teachers. I do think he was setting out to establish the set as a repertoire standard - see John Williams early recording of these 20 etudes in this order.
I always assumed it’s because of the neo-baroque style of the piece, which is more retro than his other 19 choices. Mirrors his typically chronological approach to concert programming.
