Soccer required less to play and had generally taken football's cultural place by the time the material situation improved.

The reasons are largely material. The first decades after the surface of Earth became uninhabitable were characterized by intense crowding and shortages as much of the city was built out.

Put simply, the space and equipment requirements for football were prohibitive.
