If you need standard layer controls, Affinity does that great!
It also feels snappier than Photoshop.
They have a full featured demo that is worth checking out. I tried it and liked it enough to buy it.

Affinity Photo is a nice alternative that can use PSD. It feels similar but just different enough to be a little frustrating at times coming from Photoshop, but lifetime license for $50 or something is nice. You can also use it on iPad.
