Council President Elliott Payne describing the moment his community annoyed ICE out of a police precinct parking lot will eventually rank alongside Lincoln's best civil war quote memes.

We didn't want to spoil it by reading the player's guide and there was no one who could have predicted there would be a giant health bar for all the minions one hitting the boss. This has simply never happened before. The buff provided by their enraged status doesn't feel great either.

Pro tip: if nobody comes, the trick is to lay on the ground until security comes and then they'll get someone for you. Fashion whatever products are around as a pillow. Make yourself comfy.

Statement on unlawful assembly, arrests at Whipple Building: This morning, our deputies issued dispersal orders at an unlawful assembly outside the Whipple Building after individuals blocked roadways, blocked access to local businesses, dumped glass into the street, and threw rocks, ice chunks and water bottles at law enforcement creating a serious public safety hazard. Arrests are being made. Freedom of speech and peaceful assembly is a right. Endangering the public is not. Unlawful activity including blocking roads, intentionally creating hazards and assaultive behavior will not be tolerated.
From what I saw today firsthand it was the sheriffs today constantly escalating at people protesting peacefully. The sheriffs were masked up like ICE while working hard to agitate and provoke the residents they were sworn to protect, all so they could provide security for ICE who murders people.

Letter from CP Payne to Mayor Frey, reads: February 24, 2026 Dear Mayor Frey, I am writing to again express the desires of community and many of our Council colleagues for the termination of the Zencity Technologies US Inc contract for Community Perception Surveying. Understanding that you, as the Mayor, have the sole authority to terminate these contracts, I am asking that you give notice of termination by the next deadline. The next payment is due on April 1, 2026, meaning that notice of termination would be required by March 1, 2026. During the budget markup process for the 2026 supplemental budget, the City Council passed an amendment and resolution urging the termination of the Cityβs contract with Zencity Technologies US Inc. Now, as we are understanding the financial impact of operation Metro Surge and the full impact of the overspend of the overtime budget in the Police Department, this would be a fiscally prudent and responsive decision for further budget reductions. In the sp
This week CP Payne sent a letter to Mayor Frey urging the termination of Minneapolisβ contract with Zencity Technologies US Inc. This is an Israeli-founded tech company that has a contract to design a digital survey to measure community perception of MPD and public safety.

One weird thing for me about living in MN rn (I'm going to word this poorly, FYI) is I often feel a sense of stolen valor (see above re: wording) for feeling traumatized, mentally overloaded, forgetting things, crying jags. I have no comparison to people actually terrorized. Is there a word for this
Thousands of our neighbors are struggling to pay rent. Mayor Frey is sending scolding letters painting small business aid and rent assistance as fiscally irresponsible. MPD blew $4.3 million on overtime last month.
And now the Frey administration wants $38 million for MPDβs own cop city?
Every stage of this process - his arrest, spending a year in jail, being dumped on the streets to die - would be deeply shameful in a society that actually valued human life.
Dec. 5, 2025, 11:07 AM EST By Alex Tabet MINNEAPOLIS β Minneapolis Police Chief Brian OβHara issued a stern warning to his officers on Thursday: Intervene when you see Immigration and Customs Enforcement agents using unlawful force or lose your job. βIf unlawful force is being used by any law enforcement officer against any person in this city and one of our officers is there, absolutely, I expect them to intervene, or theyβll be fired,β OβHara said when asked how his officers should respond to excessive force by ICE agents. OβHara noted that cases of βexcessiveβ force that were βreadily apparentβ would merit officer intervention. A sergeant from OβHaraβs department later clarified that while Minneapolis Police Department officers may physically intervene in the case of unlawful force, they would stop short of arresting ICE agents.
December 5: Chief O'Hara says if his officers witness ICE using unlawful force, "I expect them to intervene, or they'll be fired."
February 23: MPD has no interventions to report.

This stunt where ICE releases people far from home with no proper clothing and no way home should be treated as attempted homicide. In this case, actual homicide. These cases are not accidental or based on misunderstandings. They are deliberate attempts to inflict bodily harm.
