NEWS: D.C. CFO Glen Lee has spoken! In a letter to @mayorbowser.dc.gov and D.C. Council, Lee says that tax-filing season *will continue* and that the council's decoupling bill is the law of the land.

The "ICE Out Act" would prohibit Montgomery Countyβs Department of Permitting Services from issuing a building or occupancy permit for a privately-owned immigration detention facility.
This might be the first time that D.C.βs CFO has been directly protested. Someone sent me a photo of a @freedcproject.bsky.social flyer posted outside his office in the Wilson Building today.
The Full Accountability in Arrest Reporting Emergency Amendment Act of 2026 (Bill 26-614) received a unanimous vote and a show of excitement from FREE DC!
The bill passes UNANIMOUSLY!!!
CM T White says he has "led his people into a burning house" by calling for the Natl Guard to police DC. People deserve a complete and accurate record of what is happening here.
Chairman Mendelson speaks to concern about pushback from the hill. He says this vote is one of principle - this is about what is best for public safety. That is more important than worrying about possible targeting from Congress. This bill is about ensuring that law and order prevails.
CM Nadeau in support. Reminds Council about the hearing she held on human rights issues with immigration policing back in October. We don't have authority over feds but we do have authority over MPD.
CM Felder says he is outraged about three federal agent shootings in W7 alone. If you want to patrol our communities as a bad actor this is not the city for you.
CM Henderson in support. Says that since BWC have been required for more than a decade it only makes sense that we aren't making a carveout to our own rules for feds. This is a very small step but will make a difference.
CM Allen speaking in support. Gives example of arrest from W6: MPD officer in driver seat of vehicle, ICE in passenger seat. MPD pulls over moped driver, ICE jumps out and tackles him. Only learned this bc he requested MPD's BWC. There is nothing radical about simple transparency.
CM Parker is also supporting. Says we should all be alarmed that after repeated instances of collaboration between MPD and fed agents, MPD is still failing to be transparent. Voting for this bc it is the right thing to do and bc I don't trust Congress to stand up to the president and do it for us.
CM Crawford is also supporting. The public deserves clarity, not confusion. There was a lot of confusion at MPD's performance oversight hearing last week. Safety isn't just about enforcement, it is about people feeling respected and informed.
CM Lewis George is also supporting this bill. Says we cannot perform oversight in a black box and cites similar laws passed in Chicago, LA, and other cities across the country. She has called MPD for information on the arrest of DC residents and been told to call the feds.
Everyone wants to talk! CM Pinto is up first and she is supporting this bill. Reiterates her disappointment in MPD's data gathering re: federal coordination and again commits to moving bills like these forward on a permanent basis.
CM R White moves two amendments. The first, at request of OAG, to clarify that arrest reporting requirements are not intended to impact the outcome of individual cases. The second strikes the BWC portion of the bill since CM Pinto's just passed. Both amendments are accepted
Says this kind of coverup erodes confidence in police and government as a whole. This is a question of civil rights and the least that we can do. We are moving this because the community showed up and asked us to act.
Says not just an effort in documentation. Reads from the probable cause affidavit in Phillip Brown's case. The affidavit submitted by MPD says they pulled him over and they arrested him, but doesn't say a single word about shots being fired.
CM R. White now speaking to the substance of his bill. Says our current rules aren't cutting it and his bill will create transparency and support accountability. There should be a complete record of what actually happens when it happens.;
CM Pinto's bill passes unanimously!
CM T White asks how MPD can be held accountable for identifying federal law enforcement and CM Pinto explains that they will use the same process as they currently do.
Chairman Mendelson adds his support: accountability and trust are most important issues with law enforcement. If the public thinks LEO can do whatever they want without consequences, trust is destroyed. This is a step toward accountability, requires no extra work by MPD, and is controllable by DC.

He will remove the BWC section from his own bill and support CM Pintos so that both BWC and arrest and PC reports requirements get passed today.
CM Pinto is speaking in support of her bill now and citing frustration with MPD's lack of responsiveness to her questions. She asks that members support her bill to take one step toward more transparency. She plan to move a permanent version forward.
