Especially with the big three corporate national networks, the affiliates are not given a lot of discretion about the program they can carry. They are contractually bound and punished when they preempt programming that they feel like is not in the interests of their community. Really, all the power to determine what goes on the airwaves is at the national network level. The locals are really limited to a couple of high school sports games and the local news.
