100%. Always interesting to think through how folks are operationalizing the concept for carceral spaces v psy facilities. May not always be a 1-1 match.
And, Pete Earley’s 2006 book is data rich too on this. It’s hybrid journalism & memoir but often cited to make this point
Torrey’s work in the 1990s wre one of the classics cites for this- referring to LA, Cook, and Rikers as holding more folks with mental illnesses than any other psy facilities.
