Vets, Troops Not in Uniform Now Can Salute Flag A change to federal law allows U.S. veterans and military personnel not in uniform to render the military-style hand salute during the playing of the national anthem.

Civilians don't salute. They put their hands over their hearts. Troops not in uniform now have the option of saluting or placing their hand over their heart, according to the new regulation.

I don't know what the protocol is for felons and rapists.
