“The conduct of Israeli border officials toward Canadian parliamentarians, travelling on both special and regular Canadian passports, is unacceptable, unwarranted, and wholly inconsistent with the standards expected between allied democratic states. As you are aware, this delegation included sitting Members of Parliament whose travel plans, visas, and electronic travel authorizations had been approved in advance. The Government of Canada had also formally informed Canadian authorities of the delegation's purpose and itinerary. Despite this, the entire delegation was denied entry after waiting for hours at Allenby crossing, without clear explanation or individualized assessment. Of particular concern is the treatment of our colleague, MP Iqra Khalid, who was verbally assaulted and physically shoved multiple times by Israeli border officials while she attempted to remain near a delegation member who was undergoing questioning. The reported conduct— screaming, physical force, and statements asserting the right to touch her "as much as I want" — constitutes an egregious violation of personal dignity and basic diplomatic norms. Such conduct was directed at a sitting Canadian parliamentarian, identifiable by her official parliamentary passport, is alarming and deeply troubling. Equally disturbing is the manner in which members of the delegation who travelled with their regular Canadian passport were presented with a standardized form upon denial of entry. Delegates report being asked to acknowledge that their denial was based on unspecified "security and public safety concerns," without being provided any factual basis or individualized reasoning. Some signed the document under duress, effectively compelling them to accept a stigmatizing and unsubstantiated characterization as security risks. Many refused to sign on
principle. This practice raises serious concerns about coercion, lack of transparency, and the improper treatment of Canadian citizens abroad. We are attaching a copy of the form here. We would like to know the practical and legal implications for someone who signed the form and those who did not. Are the people who were denied entry flagged in an Israeli government database as unable to travel to the West Bank and Israel and deemed as a security risk? Will this information be shared with any other countries? If yes, which? Will this impede future entry? If so, for how long? The form indicates that there is a 30 day appeal process. Could you please advise what is the process for the appeal? What practical and legal implications are there if the appeal was successful or alternatively, if it failed? As Parliamentarians and civil society representatives from Canada, we have the right to know our status in order to do our work. We would like to have support from you as Minister of Foreign Affairs and from GAC that the Canadian delegation on this fact finding mission are not deemed public safety or security risks. MP's who travelled with our Special Passport were not asked to sign the form, however, we were never informed-verbally or in writing— of the specific reasons for our denial. No opportunity was provided to respond to allegations, clarify intentions, or address concerns. This blanket denial, applied uniformly to a 30-person delegation that included elected officials from the Liberal government and NDP Caucus, undermines Israel's stated claims that entry decisions were based on individualized security assessments. Canada and Israel maintain diplomatic relations grounded in mutual respect, the rule of law, and shared democratic principles. The treatment of Canadian parliamentarians in this instance falls far short of those principles.
The physical mistreatment of a Canadian MP, the arbitrary denial of entry to an entire delegation, and the imposition of stigmatizing security declarations are not minor diplomatic irritants. They are serious affronts to Canada's sovereignty, to the dignity of our elected representatives, and to the expectation that allies engage one another in good faith. We appreciate that you have indicated Global Affairs Canada has expressed objections regarding the mistreatment of Canadians involved. However, given the gravity of what occurred, stronger and more visible diplomatic action is required. Anything less risks normalizing conduct that should never be acceptable toward Canadian Parliamentarians or citizens. We look forward to your prompt response outlining the steps you will take to address this matter.
