As for the twitter staff, I would assume that signing the second contract agreeing to take less money would satisfy the consideration aspect for the modified contract. However, due to the circumstances perhaps they could argue they did so under duress which would effectively void the second contract
Just my personal thoughts (not to be mistaken for legal advice): The federal government is run a little different and is held to a different standard than a private company. Many of the federal departments have unions that will represent them to ensure their employees are covered appropriately.
