If fare recovery impacted service levels and quality that directly, why would ANYBODY ever discuss the idea of fare rebates or free fare zones let alone just eliminating fares entirely?
Pretty direct compared to what? A guy hops the turnstile at the train station and we should crush his skull with a truncheon because bus service might be reduced in 18 months? How much DOES fare evasion cost the MTA compared to its budget? How much does it budget rely on fares? Is it getting worse?
