The new Pact for the Mediterranean – a rebrand or something more? The EU’s new Pact for the Mediterranean formalises a shift towards interest-driven policy, prioritising border management and energy over political partnership.

A new Pact for the Mediterranean was launched by the EU and southern neighbourhood countries on 28 November.

But is the new pact simply a rearticulation of the EU’s existing approach or a genuine paradigm shift?
