It’s a reversal of Pavlov’s classical conditioning experiment. In Pavlov’s setup, Pavlov rings a bell before feeding a dog; eventually the dog drools at the bell alone, and Pavlov records the response. The joke is that the dog claims it has conditioned Pavlov: “as soon as I drool, he’ll smile and write in his little book.” In other words, the dog frames Pavlov’s predictable behavior (observing and taking notes) as Pavlov’s conditioned response to the dog’s drooling, flipping who is controlling whom.
