There's an aspect to it that Leon pointed out. Good chance many devs don't know what a small game is or looks like. "Oh my RPG will be 5 hours long instead of 30" no one is nearby telling them to only go 20-30 minutes tops. And you can't really know unless you're playing small games yourself
