the law just says you can’t rent by the hour, it doesn’t say anything about renting by the minute!
kind of like how the feds threatened the states with a 10% reduction in highway funds if they didn’t raise the drinking age from 18 to 21 and quickly every state obliged because everyone knows building big beautiful highways is more important than people having homes
my understanding is it was a requirement tacked on to federal funding for interstate expansion at the time
they can’t get rid of them because that would require paying back those federal dollars, but the state doesn’t really care to enforce them
