Rules of engagement aren’t for the enemy. They’re for you. They’re for your soldiers when they’re captured or wounded. They’re for your civilians when they’re in range of the enemy. They’re for your allies, to reassure.

My memory of past presidential statements about military operations they have ordered may be fuzzy, but I feel like most of them contained phrasing where the president took responsibility for the decision, e.g. “I have ordered US forces to…” Nowhere in today’s statement is there anything like that.
I’m going to guess it was some young political appointees trying to flex in front of their friends.
