You are correct, they aren't. Fetch lands just specify the land type you can fetch but don't specify basic. Therefore, any dual lands that have the land type in its type beyond just saying "land" can be fetched. That's the benefit besides increased probability.
But yea it's amazing that people are still willing to stick their heads in the sand after all the bullshit that has come through. We basically have to look at everything like it could pass now, no matter how ridiculous it is, and do all we can to push back on it.
