I think the anime's just okay, but damn, I love these character designs, so I had to give my spin on them.

serious question and semi-educated guess but what about Sand?? aka. natures cat litter.
It is cheap/ basically free, extremely widely available and relatively decent (compared to no material at all) at binding cat wastes.
To throw in more guesses..hay and other absorbent mineral beddings?
Calling the base shape more or less done, handle wrapping isn't perfect but I can't be bothered to work on it any longer..
Still working on one and the same model, high poly topology and face normals are finally at a point where I can start modeling the red cloth wrapping thing and finish it all up. Although I have no idea how I am supposed to model said cloth thing🥲
