Since they're international, it will take a bit longer. Bandai is pretty bad about getting stock to non Japanese sellers. P-Bandai US takes the longest somehow
They have, yes, as of the 15th. If you ordered direct from them using a proxy, you should have been notified already, otherwise if you used an import store or P-Bandai US their stock likely isn't in yet.
