There's a reason Co-ops are a successful farming model. Several families or a neighbourhood org getting people together in a community project to share labour/costs/produce? This makes absolute sense.
I say this as a gardener:
Victory gardens are EXPENSIVE for a lot of people. Working 2 jobs with kids? You have no time to keep up with the daily work anyway. Mites, blossom end rot, rabbits... how to fix? Pesticides. Fertilizers. Traps. Ugh.
