Sent feedback, asking for clarification. Documentation does not mention anywhere that home page is a no go, and in fact recommends using it explicitely at least in one case (Organization).
Nothing related in the docs but:
- General guidelines: "Put the structured data on the page that it describes, unless specified otherwise by the documentation"
- ...site name preference, add WebSite structured data to your home page
