Huh, interesting. I assumed there was a technical reason (file resolution?) all the publishers seem to roll their own localization.
Looking at Tower Dungeon, it's obvious that Vertical (right) does have access to the earlier K Manga files (left), but decided to scrap most of the earlier work.
They knew there's a type of person who just reflexively taps A to proceed and ends up missing something vital they would need to know. Making "no" the first option eliminates that possibility and forces you to pay attention.
On computers, "cancel" is often the highligted option for the same reason.
