The U.S. had ulterior wishes:

1. The U.S. wanted to win before Russia entered the theater.

2. They wanted to try out their expensive new weapon; prove it had been worth the expense.

This is not the full story. The original call for surrender made no mention of the Emperor. G. B. argued in favor of allowing Japan to keep their monarchy, reasoning that it would make the surrender easier to swallow. Only the U.S. refused.

Yes; pass this legislation. One of the scandals in the U.S. system of campaign finance is that we (the actual voters) are unable to clearly see which billionaire has bought which political representative.
That they are bought is not in doubt. But, by which corporate interest(s) would be useful to us
