%APPDATA% is %ROAMINGAPPDATA%, when or where will it roam? Nobody knows... I'm sure it'll bite us one day (I think it's legacy NTDOMAIN crap though).

Put machine specific data in %LOCALAPPDATA%\[Studio\]YourGameName
Put savegames and things people want to edit/backup in SHGetFolderPathA(FOLDERID_Documents), this will get synced to OneDrive on 90% systems.
