I wanna talk about the cinematography in that scene, specifically this shot.
The lens used means the men fill the frame and still look small in the high vault of the church. Look at how much the pew is curved - the fact that there's such an obvious bend shows just how much work the lens is doing.

Might be tricky simply because a lot of the older TOW sprues are not very 'component dense', which makes it harder to put useful numbers of minis in an issue. The dwarf sprue below is twice the size of the pictured escher sprue, but contains fewer models
Especially given how many of the gang boxes are two copies of a particular sprue. Half-gangs in an issue are an option to allow for more issues

With councils it's very much a deliberate policy that funding is local, so that poorer areas have less funding, similar to how the USA funds schools.
