This was due to a looming Hollywood strike. Fox wanted to start on production so production was not affected by the strike. In other words, Fox rushed and so the movie suffered

- They (Fox) began working on the movie without permission. I think what Torishima means is that Fox began before all the paperwork was finalized OR the Japan side was supposed to give a final ok before production started but Fox didn't get that ok.
- Torishima called it a "kuso eiga" which literally means "shit movie"
A couple other funny things
- Torishima said Toriyama got really angry when he saw the final product
He said they just didn't know enough at the time
But he added that because of the failure with #DragonBallEvolution they learned a lot and so that contributed to, for example, why the #OnePiece live action Netflix adaptation is good
Also Torishima explained that one of the reasons Dragon Ball Evolution turned out so bad is that they (the rights holders) didn't outline what Fox was not allowed to do in the adaptation
It appears the contract they reviewed on the show is from 2003 so the New York event must have taken place before the contract was finalized
Given that Shonen Jump launched in Jan 2003 it seems like this probably took place in late 2002
Torishima mentioned that a big snow storm hit during their visit to New York so the timing seems right
Gotenks (although you never know haha) so I think what happened was that Toriyama couldn't remember how to draw Gotenks
Toriyama couldn't remember Gotenks so a staff member at Viz brought over one of the Dragon Ball manga they had on hand and showed Toriyama Gotenks
It seems unlikely that Toriyama had completely forgotten
The Fox VP took his daughter with him and apparently she liked Dragon Ball so Toriyama offered to draw a character for her on a shikishi (autograph board)
She requested that he draw Gotenks
Torishima says the intent of all of this was to make it clear to Fox that they (the Japan side) wanted Fox to produce a good movie adaptation of Dragon Ball
They had the Vice President of Fox attend and meet with Akira Toriyama
He also told a funny story about Toriyama
There was an event held in New York by Viz to promote the publication of the English version of Shonen Jump
