It's a Polish expression, literally meaning "shit in golden foil" (i.e. the wrapper on pralines or chocolate), used to denote something pretty and shiny but ultimately worthless or bad.

1 it's not the president, he just signed the bill prepared elsewhere. PL has a parliamentary system, it's the prime minister who's in charge.
2 it's more like "PL shifts protection of UKR refugees to under the general foreigner protection framework". They're still protected.
