Yep. It's all about the draft. Scouting staff needs to get it right and even then, they need years to develop talent. Winnipeg, as an example, winning with core guys drafted in 2011 (Schiefele, Lowry), 2012 (Hellebuyck), 2013 (Morrissey), 2014 (Ehlers), 2015 (Connor).
Granted, two of those trades involved draft picks (moving up to get Fiddler + moving down for an extra pick in 7th). I think free agency is complicated. Until Seattle wins consistently, it won't be a destination for many of the top guys. I do see an effort to re-work the team, and that's a start.
