IIRC different schools have different takes. Neoclassical realism takes a less black box approach as does those engaged in foreign policy analysis. Although my degree is very very old and I veered into tech afterwards

I was thinking about conscripts and other forces but I totally take your point there.
It always struck me that that very much insulates the head of state from some of the consequences of their actions. If the chances of them being killed are reduced it encourages them to be more reckless with others lives.
Why should leaders be immune and all the killing be done to the ordinary people?
Shall we wait and see what happens?
If you're threatening regime change what have their leaders got to lose?
As someone with memories of the 70s I wouldn't be quite so sanguine about it although I doubt it'll reach that sort of level
They're not deployed but they are deployable; I believe speedboats are their preferred method.
