05/03/2025 Saturday Scoop: House budget arrives amid historically slow start to legislative session | Act On Mass
Act on Mass is a non-profit organization that tracks what happens in the Massachusetts State House and the issues that matter to you.
Our next newsletter will address the use of this practice for H.5151 directly, but here is our blog from last year's budget process that explains consolidated amendments. An amendment removed in this way is "consolidated away." Incredibly confusing and intentionally opaque.

Amendment #113 would have stopped the cuts to MassSave.
112 House Dems instead chose to accept a MAGA framework that we need to sacrifice climate progress for relief on energy costsβprotecting utilities instead of their vulnerable constituents. #mapoli

Graphic with the following information:
Get the facts on this bill (H.5151)
- The MA Houseβs final version of an βenergy affordabilityβ bill
- Reps had less than 48 hrs to read the 105-page bill before votingβnot transparent!
- The bill has some good, with a major setback: a catastrophic $1 billion cut to MassSave
Why that's bad:
- MassSave provides roughly $3 in benefits for every $1 invested
- Energy efficiency is not driving high energy costsβutility profits are. This bill moves us backwards on climate without targeting utilities at all
MassSave is a critical energy efficiency program which provides ~$3 in benefits for every $1 invested.

State Rep. Chynah Tyler to pay $6K after spending campaign funds on personal uses, including takeout, salon visit
Campaign finance regulators faulted Democratic state Rep. Chynah Tyler for spending about $5,664 in campaign funds for her personal use.
This is wrong, but shows how broken our campaign finance laws are. Senate Pres. Spilka uses campaign funds to lease, repair, & pay insurance on her Audi (~$13,700 last year). Leadership drops thousands on steak dinners. Apparently, Rep. Tyler's error was failing to come up with an excuse. #mapoli

Beacon Hillβs new rules are good. They should follow them.Β Β - CommonWealth Beacon
Everyday people--and not just advocates deep in the trenches--are seeing that things need to change.
After years of organizing by Act on Mass and our allies, leaders on Beacon Hill finally agreed on new joint rules this year, incorporating major transparency changes.
To actually follow through on boosting public trust, transparency, and accountability, these rules must now be followed.

Graphic with title: TELL YOUR REP: TRUMP DOES NOT SET MASS CLIMATE POLICY
Now is the time to lead on climate, not retreat.
Sample call script:
Hello Representative [Name],
My name is [Name] and I am a constituent of yours in [Town]. I am calling with concern about H.3469, relative to energy affordability.
Turning the 2030 target into a non-binding goal removes accountability from the stateβs climate commitments. Cutting Mass Save will raise long term energy costs for households by slowing weatherization and heat pump adoption. These changes would move Massachusetts backward at a time when we need to continue leading.
I am asking you to oppose this bill and to protect the enforceability of the 2030 target as well as the current Mass Save funding. Please vote against this in committee or urge your colleagues to do so.
Thank you for your time.
