As a survivor, I know why the vast majority of women never report at all and a lot of those reasons, even if unintentionally or inadvertently, were included here. For me at least, guaranteeing the safety and agency of victims and survivors would get me to a YES."

The proposal was VERY flawed from a victims rights perspective.
1. No veracity information
2. No victim consultation
3. insufficient victim protections and limited possibility of identity protections for victims/whistleblowers
Majority rushed to an up or down vote, basically guaranteeing this
