If it’s that then, on the whole, I think it’s probably consistent with our commitment to Art.2 ECHR. Obviously it doesn’t field well as a “we welcome criminals from other countries as long as the other country is bad enough” talking point, but that’s the only thing I can think of

I wonder if it’s something like Mexico has with the US, i.e. Mexico refuses to extradite to states where there isn’t a guarantee that the state will use the death penalty on the party?
