La sociedad civil desempeña un papel fundamental en cualquier sociedad, especialmente en contextos donde las instituciones están debilitadas y los derechos están bajo amenaza. Los intentos de socavar ese papel deben ser condenados.

9/ Bottom line: The U.S. must craft policies that hold Maduro accountable while protecting Venezuelans—not just make transactional moves. A smarter strategy is needed. 🎯
8/ So what should U.S. policy do? Focus on supporting efforts for a democratic transition through:
🔹 Targeted sanctions with democratic allies
🔹 Transparency in oil/gas & humanitarian safeguards
🔹 Law enforcement against corrupt actors fueling repression and human rights violations
7/ Venezuela is the world’s 3rd most corrupt country (after Somalia and South Sudan). With new authoritarian laws like the Bolívar Law, Maduro’s regime is using sectoral sanctions as an excuse to crack down on civil society.
6/ These licenses undeniably fueled Venezuela’s GDP growth in 2023-24. But here’s the contradiction: the complex humanitarian emergency continues, there is corruption and an authoritarian government that stole a presidential election.
5/ Why does this matter? Chevron exports ~240K barrels/day from Venezuela—over 25% of its oil output. If PDVSA takes over those exports, U.S. refiners can’t buy that oil due to sanctions.
4/ While Trump cited the “concession agreement” (Chevron’s 2022 license), Sec. Rubio called last night for ending all Biden-era oil & gas licenses funding Maduro. Here’s a list of licenses so far: 🔗 www.reuters.com/business/ene...
3/ According to President Trump, electoral conditions weren’t met & Venezuela isn’t accepting deported nationals fast enough—suggesting a negotiation. Is this announcement leverage or just a wind-down period? Still unclear.
2/ GL41, granted on 26 Nov 2022, is renewed monthly. No official OFAC notice yet, so details are unclear. Possible outcomes:
1️⃣ The Executive can cancel it immediately.
2️⃣ If revoked before March 1, valid until Aug (last renewal: Feb 1).
3️⃣ If revoked after March 2, valid until Sept.
