Prisoners themselves hold the right to freedom of association. Limitation must be exceptional, proportionate, time-bound, and subject to judicial review.
We also recommend positive State obligations: access to detention, protection from reprisals, meaningful participation & equal funding.
Too often, prisoners’ rights associations face repression: denied access to detention, restricted communication, funding limits, and reprisals. We urge the UN Human Rights Committee to recognise them as deserving heightened protection.
