It seems to be. My old phone had this little "stick-man" icon on the "triangle circle square" bar, but now it's in the pull-down menu thingy, apparently.
It's part of the phone and, if available, makes lots of things accessible and not just webpages. It can also text→speech as well which is helpful
On Android phones you can add an accessibility feature which shows up as a little symbol on the bottom bar thingy. Clicking that while on these local news pages puts them into a reading mode that strips away all the nonsense, making the page actually readable.
No idea about other phone brands.
