Chaque contestation, qu’elle soit pacifique ou armée, est durement réprimée. Pourtant, la résistance ne cesse de croître : les milices ethniques qui s’étaient armées au fil des décennies précédentes pour lutter contre le pouvoir central continuent le combat, et les populations rejoignent les Forces de Défense du Peuple qui s’entraînent dans les montagnes pour faire face à la junte.
